The Anambra State Ministry of Finance and ANSICTA are committed to protecting the privacy of civil servants. This Privacy Policy details how the Anambra State Enterprise Payroll System (ASEPS) collects, secures, and shares personal and identity data.
1. Information We Collect
To operate payroll services accurately, we process: Personal Identification (Name, Date of Birth, Gender), Employment Details (MDA, LGA, Tier, Salary Grade, Retirement Date), Identity Credentials (NIN, BVN, bank routing codes), and Biometric data (facial images captured during registration).
2. Cryptographic Security Standards
We deploy column-level envelope encryption using AES-256 keys to secure sensitive attributes (BVN, NIN, account numbers). Transportation uses TLS 1.3 to prevent intercept vectors. Decryption permissions are strictly guarded via multi-factor authentication (MFA) requirements.
3. Data Sharing & Third-Party Brokers
Data is shared strictly to fulfill statutory payroll obligations through secure, private API gateways. Core sharing channels include: Ministry of Finance, Anambra State Internal Revenue Service (AiRS), National Health Insurance Authority (NHIA), NIMC (for identity check verification), and CBN-cleared clearing bank nodes for salary routing.
4. Data Retention Parameters
Personal identity and salary record indices are preserved during the active employment of the civil servant, and transitioned to pension databases upon retirement. Audit logs detailing system activity are retained in encrypted, read-only S3 storage for a statutory term of 7 years.
