Welcome to the Anambra State Enterprise Payroll System (ASEPS). Please read these Terms of Service carefully before utilizing the platform as a civil servant or an administrative coordinator.

1. Acceptance of Terms

By accessing or using the Anambra State Enterprise Payroll System (ASEPS) self-service or administration portals, you agree to comply with and be bound by these Terms of Service, all applicable state civil service regulations, and national electronic transaction laws.

2. User Credentials & Access Security

Authorized users are solely responsible for maintaining the confidentiality of their email accounts, mobile phone numbers registered for OTP dispatch, and general system credentials. Any unauthorized access detected through compromised devices must be reported immediately to MDA administrators.

3. Administrative Conduct & Role Scoping

Privileged administrators (such as payroll compilers, auditors, and overrides coordinators) agree to act in complete compliance with state financial regulations. Access scopes are limited strictly to the organization (MDA/LGA) assigned by registry directors. Sharing of administrative credentials is strictly prohibited and constitutes a sackable offense.

4. System Auditing & Forensic Telemetry

All interactive sessions inside the ASEPS environment are actively tracked. Actions taken on the administrative dashboard (such as payroll runs, adjustments, or NIN bypasses) compile immutable forensic logs mapped to user roles and IP addresses. These logs are replicated to AWS S3 Glacier with a 7-year retention period and are legally admissible in administrative investigations.

5. Modifications of Service

The Ministry of Finance and ANSICTA reserve the right to modify, suspend, or upgrade portal components, security requirements, and system availability guidelines to protect state information and payroll integrity.

Regulatory Oversight Notice

These terms are governed by the Civil Service Rules of the Anambra State Government, the Personal Income Tax Act (PITA), and the cyber-security mandates of the Federal Republic of Nigeria. Violations may lead to immediate suspension of access, disciplinary hearings, and legal prosecution.
